IHF started work with the community in the fall of 2003, identifying the need, securing the community's contributions (mostly in the area of volunteer labour, local knowledge and local environment management) and sourced aid (money, engineering and technical expertise, volunteer management). IHF then proceeded to directly manage the engagement. Progress is slow mainly due to minimum contribution from the donor community, as the recipient’s community's contributions are secured. Help is needed.
